Broker Kamoga arrested for fraud, ordered to present titles in seven days

Land broker Muhammad Kamoga of the defunct Kamoga Properties has been arrested from his hidding place after the High Court issued a warrant of arrest against him.

 

Mr Kamoga was arrested on wednesday and presented before the Deputy Registrar of High Court land division, Kampala.

 

His arrest followed an earlier escape from Entebbe Magistrates Court on March 28,.2025, where court bailiffs had waited for him when he had gone to answer eight fraud charges relating to forgery of transfer forms .

 

When he was presented before the Deputy Registrar of the High Court Land Division, Ms Christine Namutebi, in a fully packed Court, Mr Kamoga first informed court that he had deposited all the land titles in court, which prompted court to adjourn for 10minutes to allow Kamoga produce proof.

 

When the court reconvened, Kamoga changed his story by telling the Registrar that he had partly complied with the decree of court by handing over one certificate of title to the judgement creditors lawyer Zack Olum for 8 acres.

 

He acknowledged having the remaining 30 land titles for 8 acres and requested for one month to deposit them in the court.

 

Despite Nganda’s lawyers strongly objecting to Kamoga’s request basing on the inconsistencies in his statements and the fact that he has elluded arrest for too long since 2018, in a surprising twist of events court released Kamoga and ordered him to appear in court on May 5,2025 with the said titles for land at Bugabo-Garuga in Entebbe totalling 32 plots measuring 8 acres.

 

“You are hereby directed to appear in court within seven days with the land titles. Since the seven days will reach on May 1, this matter is adjourned to May 5,” ruled the court registrar.

 

The release prompted Kamoga and his lawyers to address the media, saying that he was arrested on matters that were resolved in 2018.

 

According to the arrest warrant issued by the Land Division of the High Court, Mr Kamoga is accused regarding a fraudulent land dealing on a 16-acre land at Bugabo-Garuga, in Entebbe.

 

He was arrested for failure to comply with the consent order of August 31, 2018, which required him to hand over the said 45 land titles to. R Bugingo Andew.

 

Kamoga is accused jointly with one Fredrick Kwatakunsawo Ssengooba, who is said to be sick and also a victim of Kamoga’s fraud. This publication has learnt that Kwatakunsawa also sued Kamoga at the commercial court in 2021 seeking over 1billion shillings for the value of Kwatakunsawo’s land at Bukaya that Kamoga transfered into his names but frauduelntly refused to pay him. The case was heard by Justice Mubiru, and it is pending judgment from 2022 to date.

 

“… to fulfill his obligations as ordered by the decree and whereas the said Muhammad Kamoga and Fredrick Kwatakunsawo have not fulfilled his obligations as ordered by the decree of this court dated August 31, 2018,” reads the court order.

 

This is the second time for Kamoga to survive being jailed for fraud.

 

On March 28, 2025, Hajji Kamoga escaped from the Chief Magistrates court at Entebbe where he had gone to answer accusations of fraud and forgery regarding transfer of a 200 acre land at Garuga, Bukaya Entebbe in Wakiso District belonging to Mr. Peter Bibangamba.

 

Bugingo Andrew Nganda, the complaint against Mr Kamoga, said that the land broker has been eluding arrest since 2018.

 

According to Nganda Bugingo, the broker fraudulently transferred his several land titles into his name before sub dividing it for sale and also donated part for construction of the mosque at Bukaya Nganda, who was bitter, and described Kamoga as a perennial fraudster and vowed to use all legal means to have him present his titlees or sent to prison so that he also gets justice having been defrauded by Kamoga.

 

Nganda, who was visibly disappointed with the Deputy Registrar’s decision, said that it is very expensive to get justice in Uganda. He none the less vowed to do all it takes, including petitioning the principal judge and Chief Justice to ensure that his case before the Deputy Registrar is properly handled, having witnessed in court machinations orchestrated by Kamoga and double standards by the Deputy Registrar.
