Attorney General Kiryowa Kiwanuka has left Kira Municipality Member of Parliament Ibrahim Ssemujju Nganda and the leader at the Center for Constitutional Governance Dr. Sarah Bireete humbled on matters concerning the constitution, Parliament, and arguments rotating around the Chief of Defense Forces Gen. Muhoozi Kainerugaba.
The trio were deliberating on the Behind the Headlines talk show on the Uganda Broadcasting Cooperation – UBC where both Ssemujju and Dr. Bireete made accusations that the quality of Members of Parliament was worse and that the Chief of Defense Forces undermined the same institution when called upon to answer questions relating to the Gen. Muhoozi alleged responses on the August house.
Dr. Bireete had argued that the Members of Parliament were not fit to engage in discourse that plans for country.
However, the Attorney General said, Parliament is made up of people chosen by the population through a vote that that whoever intellectual feels the House was not fit, should present self through the electoral processes to ensure that they can be voted into power.
“When you sit down and say, the quality of members of Parliament is wanting, present yourself. The people choose those who present themselves to them. So you can not tell people that they should come and look for a certain quality when they are not presenting themselves,” AG Kiryowa said.
He added, “We can sit here in our elitist way and say, Parliament has failed here… So, the issue of leadership is again us the people. The people must choose from us the people that have presented themselves. So present yourself or make yourself available for people to choose. You can not say we do not have good leadership and you are not participating in it.”
On Ssemujju’ argument that Hon Kiryowa turned from advising government, especially when Gen Muhoozi allegedly called MPs clowns, AG Kiryowa said; “My job is not to advise how the constitution should be, but how it is. I don’t know whether he (Muhoozi) called you clowns. I don’t know what imperical data he used. And, he (Gen Muhoozi and the army) are subordinate to civilian rule. The constitution gave them (Parliament) exercise their mandate.”
Kiryowa also wondered why Ssemujju keeps attacking the President saying “”Each time I listen to you, you are the epitome of infatuation. You are either a grave admire of President Museveni and his family or you are simply besotted, for lack of a better word. I think when you go to sleep, the only thing you think about is President Museveni,” Hon Kiryowa said.
