Former NRM Chairperson Aspirant Briton Kiwanuka Appointed Liaison Officer 

 

Briton Kiwanuka, who last year emerged as a surprise aspirant for the National Chairperson position of the ruling National Resistance Movement (NRM), has been appointed Liaison Officer in the Office of the President under the office of veteran statesman Rt. Hon. Dr. Ruhakana Rugunda.

 

 

The appointment marks a shift from internal party politics to public service, with Kiwanuka taking on a role focused on coordination, monitoring, and follow-up of government programmes.

 

 

Speaking on this new role , Kiwanuka said his priority is to ensure that government programmes deliver tangible results for citizens, arguing that poor implementation has undermined public confidence.

 

 

“My focus is on monitoring the delivery of government programmes to ensure they produce real benefits for Ugandans,” Kiwanuka said.

 

“Government has invested substantial resources in initiatives aimed at improving livelihoods, creating jobs, supporting farmers, and expanding public services. The challenge has often been implementation. Some programmes have not achieved the intended impact, and that has affected the government’s image.”

He added: “We are going to work closely with ministries, local governments, and implementing agencies to identify bottlenecks, strengthen accountability, and ensure services reach the people they are intended to serve. When government programmes succeed, citizens regain confidence in public institutions.”

 

 

Kiwanuka first attracted national attention during the NRM’s 2025 internal elections when he declared his intention to challenge for the party’s National Chairperson position. Although he described President Yoweri Kaguta Museveni as his mentor and referred to himself as a “grandson of the revolution,” he maintained that his bid was intended to strengthen the ruling party’s leadership structures rather than oppose the President.

 

 

His attempt drew attention after he arrived at the NRM headquarters with supporters and paid the required nomination fees. However, his bid did not proceed after procedural issues arose during the nomination process.

 

 

 

His appointment to the Office of the President, within the coordination framework linked to Dr. Rugunda, is viewed as bringing a youthful voice into government oversight while giving him an opportunity to contribute directly to the implementation of national programmes.

 

 

In his new role, Kiwanuka is expected to coordinate with ministries, departments, agencies, and local governments to monitor the progress of key government initiatives, identify implementation gaps, and support efforts to improve service delivery in sectors including infrastructure, agriculture, education, health, youth empowerment, and wealth creation programmes.
